Should the caraco and petticoat be of the same fabric?

No. They may be, but there are more extant odd elements than matching.

Do I have to put in sleeve flounces?

No, but the jacket was probably worn with them originally, and looks better with them than without.

Do I have to make a petticoat and handkerchief to complete the class?

No, not unless you are enrolled in the certificate program.
